I don't know where you read that the minimum withdraw amount is 0.35 BTC, because I see in my account that the minimum withdraw amount is 0.003 BTC. See also my screenshot below.

10. What is the minimum amount to withdraw?
Anyone who reaches the amount of 0.35 Bitcoin can request payment.

Yes, but in your account under Payment Details you see the blue line (progress status) and that is based on 0.003 BTC. I have now 0.00072929 BTC and that is exactly 24.31% of 0.003 BTC.
